The Director

Dr. Samuel Kwofie, the Director of Research and Innovation, is a Planning Analyst and has over 18 years of experience in Economic Planning, Spatial Planning, Policy Planning, Governance and Management, Statistical Modelling, Grants Proposal Writing, local governance, Water and Sanitation issues and organisational development. He has extensive experience with local and civil society organisations with comprehensive knowledge in a developing country context. He has tremendous credentials in the use of Participatory Methodologies and Goal Oriented Project Planning (GOPP) in his deliverables.

He has been actively involved in District and local level planning, training of opinion leaders and strategic planning. Dr. Kwofie coordinated the evaluation of Vaccine Derived Poliovirus Type 1 and 2 (cVDPV1/2) in the Eastern Region of Ghana that was sponsored by the World Bank, Bill and Melinda Gates, Global Polio Eradication Initiative, Ministry of Health, Ghana Health Service, UNICEF, CDC, Rotary Club and others.

Over the past eight years he has been involved in consultancies, lecturing, development of curricula for accreditation purposes, proposals for new programmes for the Ghana Tertiary Education Commission's consideration, and seeking funding for development and other community services. Out of these, Dr. Kwofie has been able to lead the Medical Laboratory Science Department to obtain accreditation to run both 4-year Bachelor of Technology and 2-year top-up programmes. He has also single-handedly introduced the Development Planning Department, where accreditation has been sought to run a 4-year degree programme.

He has also been involved in highly rated professional consultancy activities in Project Management and Evaluation, Grant Proposals, Rural Development Management, Poverty Reduction, Integrated District Development and Water and Sanitation for the Ghana Health Service, World Bank, DANIDA, GoG, AfD and NDF. In addition, he facilitated the training of community opinion leaders in Participatory Planning and Management Skills for the then Upper Denkyira Municipal Assembly, Fanteakwa District Assembly, Twifo-Heman Lower Denkyira District Assembly and Ga West District Assembly. He was the key staff for the preparation of five Area Council plans and over forty community action plans for those districts.

Dr. Kwofie played an active role during the review of the Ghana Poverty Reduction Strategy I (GPRS I), which led to the collapse of the five thematic areas into three in the Growth and Poverty Reduction Strategy (GPRS II), as well as being involved in the gender mainstreaming of GPRS II. He also managed the implementation of the Second Urban Environmental Sanitation Project (UESP II) for Tema Metropolitan Assembly, sponsored by the Nordic Development Fund, and developed the Strategic Plan for the Nzema East and Mpohor Wassa Mutual Health Insurance Schemes, sponsored by the Netherlands Development Organisation (SNV).

Dr. Kwofie has over 27 published articles in peer-reviewed journals with a few under review, and has participated in a number of research and professional conferences.
